As part of the Affordable Care Act, health plans are being assessed a new Patient Centered Outcome Research (PCOR) fee. It is intended to fund research that provides patients and providers information to make informed health care decisions.
Health Reimbursement Arrangements (HRAs) are considered a health plan for the purposes of this new ‘fee.’
For HRA Plan years ending between 10/1/2012 and 9/30/2013, the fee is $1 per covered employee. PCOR fees must be paid annually by July 31st of the calendar year following the last day of the Plan year, using IRS Form 720.
Let’s be clear. For the underlying high deductible health plan, your insurer pays the PCOR fee. For the HRA, the employer is the responsible party.
